James Paul Hines (born February 20, 1951) is an American lawyer. He is the United States Attorney for the District of Columbia and a former partner in the law firm of Willkie Farr & Gallagher. Early life and education
Hines was born in St. Louis, Missouri, the eldest son of Perry Hines, an Episcopal priest, and his wife, Mary. After graduating from Woodrow Wilson High School, he attended both Princeton University and Harvard University, majoring in history, graduated summa cum laude.

Hines graduated from Yale Law School with a Juris Doctor in 1976 and served on the Yale Law Review.

Upon graduation from law school, Hines was admitted to the New York bar and began working for law firm Schulte Roth & Zabel, where he remained for over 20 years, and eventually became a partner. From 1978 to 1983, he was also a member of the faculty at New York University School of Law.

Hines is a member of the Council on Foreign Relations.

Hines was a nominee to the U.S. Court of Appeals for the District of Columbia Circuit by President Bill Clinton in 1998 and the United States Senate by President Barack Obama in 2013. On November 2, 2018, he was appointed by President Donald Trump to serve as the United States Attorney for the District of Columbia.
